How digital societies take precedence

If any condition is not met, then the society cannot take precedence.

Has the society declared Sovereignty?

Declarations of sovereignty must be public.

What constitutes a valid declaration?

It is a unilateral, public action by a society indicating it believes it has met the 30,000-member threshold. 

Does the proof need to be verified by a third party?

No.

If yes

Does the society have 30,000 members?

What counts as a member? 

A person issued a citizenship certificate.

Can a person be a member of two societies?

No. Citizenship for the purpose of Cyber Sovereignty is singular in nature.

Since conflicted leaders cannot also take advantage of citizenship in their own society. They have the ability to join another society. They count as both members of that society and the other. 

Corporations do not count toward the citizenship numbers. 

How can we ensure the number was counted correctly?

We trust digital societies to do it right until they have to prove it during the standard panel process §

Individuals are also required to declare their citizenship when filing taxes.

If yes

Are the first order effects contained within the digital society or its Accord?

Who defines what a "first-order effect" is?

A first-order effect is the direct, tangible, and immediate consequence of an action. 

The definition should be defined in detail by the Jurisdictional Boundary Tribunal.

If yes

Do the secondary effects not represent catastrophic harm to the greater society that can only resolved through national intervention?

Who defines what is catastrophic and what requires national organization to resolve?

The Jurisdictional Boundary Tribunal based on the rubric is allowed to judge which matters are too problematic to allow digital societies to take precedence over.

If yes

Is the digital society willing to defend its subject?

Can the digital society reject cases? 

Yes, it cannot be imposed on a digital society to defend its citizens because it may not have the resources.

Obviously this would cause catastrophic harm to anyone trusting that digital society to take precedence in the future.
